Law No. 326-VIII of 24 June 2026 commenced on 25 August 2026 and creates the QazETA electronic entry permit, but the system started in test mode: Kazakhstan's state news agency reporting the Kazakh embassy in Athens, the Belarusian embassy in Kazakhstan and Serbia's foreign ministry all state that the permit is advisory during the pilot and that its absence does not bar entry. This bucket was set to eta_required on 2026-08-05 on the strength of the law alone and was reverted to visa_free on 2026-09-02. Flip it back to eta_required when the mandatory air-arrivals phase starts (see research/visa-updates/watchlist.md). Visa-required nationals continue to use the e-Visa.
