Canada closes its Hong Kong permanent residence pathways to new applications

Canada's two special permanent residence pathways for Hong Kong residents stop accepting new applications on 31 August 2026. Immigration, Refugees and Citizenship Canada confirmed the closure in a notice dated Ottawa, 28 August, saying the temporary programmes will end as scheduled and that applications received on or before the deadline will continue to be processed. The pathways, introduced in 2021 and widely known as the "lifeboat" scheme, have taken in roughly 30,315 applications covering 48,560 people. From 1 September, eligible Hong Kong nationals in Canada lose a dedicated route to permanent residence and fall back on the general immigration system.

Background

Canada created the two pathways in 2021 as a response to the political situation in Hong Kong. The design was an immigration one rather than a refugee one: it gave Hong Kong nationals who were already in Canada with recent Canadian education or work experience an additional way to convert that presence into permanent residence. The programmes were always framed as temporary public policy rather than a permanent part of the immigration system, and the end date has been known for some time. IRCC has now confirmed it will not extend them.

What exactly changed

Both streams close to new applications at the end of 31 August 2026. Stream A is for in-Canada graduates of a Canadian post-secondary institution; Stream B is for people with recent Canadian work experience. IRCC's notice is explicit that the closure applies only to new intake: "We continue to process applications received on or before that date." The department also published where the programme stands. As of 30 June 2026, it had received approximately 30,315 applications representing 48,560 people. Of those, more than 8,600 applications covering 13,485 people had been approved, and approximately 13,370 people had already obtained permanent resident status in Canada.

Who it affects

The people most directly affected are Hong Kong nationals currently in Canada who were still assembling an application — someone who graduated last spring and was waiting on a document, or a worker a few months short of the experience requirement. For them the route ends on 31 August with no successor programme announced. A second group is those already in the queue: the closure does not touch their applications, but reporting in Hong Kong says IRCC has indicated most will not be decided until after 2027. A third group is people still in Hong Kong who had treated the pathway as a future option; coverage from Hong Kong describes some turning instead to schemes in the United States and the United Kingdom.

What to do now

If you are eligible and have not filed, 31 August is the last day. Note that IRCC runs a completeness check on every application and returns those missing required documents, so an incomplete filing is not a way to hold a place in the queue. If your application is already in, the practical question is how to stay lawfully in Canada while it is decided: IRCC points applicants to the open work permit public policy that took effect on 27 May 2024, which lets people live and work in Canada while their permanent residence application is processed and which remains in place until May 2029.
