The notification was read directly on 2026-09-16: ข้อ ๑ names exactly two countries, สาธารณรัฐเซเชลส์ (Seychelles) and สาธารณรัฐมอริเชียส (Mauritius), and its heading limits the exemption to tourism. Seychelles joined this bucket on 2026-09-16, the first run after commencement; until then it was held in the visa-on-arrival bucket, where the repealed list still placed it, rather than being called visa-free early. ข้อ ๒ carries the two-entries-per-calendar-year land-border cap with no Malaysia/Brunei/Indonesia/Singapore carve-out, unlike the 30-day tier — but neither Mauritius nor Seychelles shares a land border with Thailand, so in practice it does not bite. The Cabinet proposal of 19 May 2026 put three countries in this tier; the Maldives was moved up to the 30-day exemption in the enacted version.
