- Belarus and Serbia are on both the outgoing 31-nationality visa-on-arrival list and the enacted three-nationality one, so they are correct on either side of 15 September. This table previously routed both to the eVisa catch-all, which was wrong. Seychelles is on the outgoing list only and becomes visa-free for 15 days on 15 September. Azerbaijan is the reverse: it is absent from the outgoing list, so it is deliberately left in the catch-all and joins this bucket on 15 September — adding it now would tell Azerbaijani travellers they can get a visa at the border when they cannot. The 15-day stay is the long-standing term of the Thai visa on arrival per the MFA list; the fee is not restated here because the MFA list does not carry it.
