Notes
The notification was read directly on 2026-09-16: ข้อ ๑ repeals the visa-on-arrival list of 15 July 2024 and ข้อ ๒ names exactly three countries — สาธารณรัฐอาเซอร์ไบจาน (Azerbaijan), สาธารณรัฐเบลารุส (Belarus), สาธารณรัฐเซอร์เบีย (Serbia). Azerbaijan joined this bucket on 2026-09-16, the first run after the notification commenced; before that it sat in the catch-all, because the repealed list did not carry it and telling Azerbaijani travellers they could get a visa at the border early would have been wrong at the check-in desk. Seychelles left this bucket in the same edit — it was on the repealed list only and now holds a 15-day exemption. Belarus and Serbia are on both the repealed and the enacted list, so they were correct on either side of the change. The 15-day stay is the long-standing term of the Thai visa on arrival per the MFA list; the fee is not restated here because neither the MFA list nor the notification carries it, and immigration.go.th, which would, returns 403 to every automated client.

Special rules & exceptions

  • The visa on arrival is issued for tourism.
  • Nationals of the 28 other countries that held a visa on arrival under the repealed list — among them Armenia, Bolivia, China, Costa Rica, El Salvador, Ethiopia, Kazakhstan, Mexico, Namibia, Nauru, Papua New Guinea, Paraguay, Russia, Tunisia, Uzbekistan, Vanuatu and Venezuela — have needed a visa obtained before travel since 15 September 2026. Kyrgyzstan is the exception that moved the other way: it now holds the 30-day visa exemption.
  • Any paid work, including remote employment inside Thailand, requires a work permit.
