The Philippine Department of Foreign Affairs issued updated guidelines on Tuesday 18 August 2026 for Filipino passport holders who want a visa on arrival in the United Arab Emirates. The substance is a distinction that is easy to miss and expensive to get wrong. For the United States, the United Kingdom and EU member states, either a valid visa or a valid residence permit qualifies. For Japan, South Korea, Australia, Canada, Singapore and New Zealand, only a residence permit does. A Filipino traveller holding a Japanese tourist visa is not covered and needs a sponsor to file for a UAE visa in advance. The DFA has not published an effective date for the updated guidelines.
Where the scheme came from
The visa-on-arrival facility itself is not new. On 25 June 2026 the UAE Ministry of Foreign Affairs announced that ordinary passport holders from six countries — Indonesia, Vietnam, Thailand, the Philippines, Kenya and South Africa — together with accompanying family members, would be granted visas on arrival provided they held a valid residence permit issued by the United States, an EU member state, the United Kingdom, Singapore, Japan, South Korea, Australia, New Zealand or Canada. The June text is explicit that the qualifying document is a residence permit. What the 18 August advisory adds is that for three of those jurisdictions — the US, the UK and the EU — a visa is enough, while for the other six the residence-permit requirement stands as written. The DFA spokesperson, Analyn Ratonel, has attributed the clarification to a note verbale from the UAE Embassy in Manila.
The mechanics, in numbers
Two options are available. A 14-day visa costs AED 100 and can be extended once, while the holder is in the UAE, for a further 14 days at AED 250. A 60-day visa costs AED 250, is issued for a single stay and cannot be extended. The Philippine passport and the qualifying foreign visa or residence permit must each have at least six months of validity remaining at the time of application, counted from the application date rather than the travel date. Applications can be made at the immigration counter on arrival at a UAE airport, or in advance through the ICP Smart Services portal run by the Federal Authority for Identity, Citizenship, Customs and Port Security. The online route carries an additional AED 150 processing fee per request, which the airport counter does not charge. Overstaying past the permitted period draws a fine of AED 50 per day.

A Filipino resident in Manila who happens to hold a valid Japanese or Australian tourist visa is not, even though some of this week's coverage compressed the two lists into one and reads as though a visa is enough everywhere. The consequence lands at check-in or the arrivals counter, where there is no useful appeal. Anyone in the second group needs a sponsor to lodge the UAE application in advance, through official channels or the ICP app.

Before booking, identify exactly which document you are relying on and read what it says on its face. A residence permit and a multiple-entry visitor visa are different instruments even when both live in the same passport, and the difference now decides whether the counter issues you a visa. Check the six-month validity on both the passport and that document. If the online route is the plan, budget the AED 150 surcharge. And note the DFA's own caveat, which is not boilerplate: "The issuance of a visa upon arrival and admission into the UAE remain subject to the assessment and approval of the relevant UAE immigration authorities."
